Buloke Shire Council CEO Wayne O’Toole Resigns

Buloke Shire Council Chief Executive Officer Wayne O’Toole has today announced his resignation.

Mr O’Toole has accepted a position in the not-for-profit sector, where his operational expertise, balance of corporate acumen and community focus will continue to serve the broader Victorian community.

Appointed CEO in January 2022, Mr O’Toole brought a steady hand to the role, having served in other senior positions since joining the organisation in 2017.

This included Director of Works and Technical Services, where he was instrumental in delivering critical infrastructure, flood recovery programs, and the successful rollout of the Working for Victoria initiative during the COVID-19 pandemic.

Mr O’Toole’s leadership was evident during the October 2022 flood event, where his community-first insight ensured a coordinated and compassionate response – helping to steer the organisation through the complex recovery process, supporting both immediate needs and long-term rebuilding efforts.

Under his tenure, Buloke Shire Council underwent significant organisational reform, aligning with the requirements of the Local Government Act 2020.

This included internal restructuring to better reflect modern governance and community expectations, improved service delivery models and a stronger emphasis on financial sustainability and customer satisfaction.

His strategic oversight contributed to enhanced project delivery outcomes and improved confidence in Council operations.

Mr O’Toole’s influence was also pivotal during a period of oversight by a Municipal Monitor, providing the experienced guidance needed to support Councillors, restore stability and strengthen the organisation’s strategic and operational foundations.

Prior to his time at Buloke, he held leadership roles at Mount Alexander Shire, contributing to planning, environmental health, and statutory services over a seven-year period.

“I would like to acknowledge Wayne’s immense contribution over the past eight years and thank him for his unwavering commitment to our region,” said Mayor Alan Getley.

“Council extends its sincere appreciation to Wayne for his dedicated service and leadership.

“We wish him every success as he takes on this new opportunity to continue supporting community in the not-for-profit sector.”

Council will now begin the process of appointing an interim Chief Executive Officer while preparations are made to formally advertise and recruit for a permanent appointment.
