Buloke Shire Council was formed in 1995 after the amalgamation of the Shire of Birchip, Shire of Charlton, Shire of Donald, Shire of Wycheproof and parts of the Shire of Kara Kara.

When the Shire was formed in April 1994, commissioners Joanne Bourke (Chief), Brian Hutchesson and Russell Malone were appointed by the State Government to oversee the newly created municipality.

Buloke’s first Council was democratically elected in March 1997.
