Community Master Plans & Feasibility Studies

These master plans and feasibility studies aim to meet a range of strategies that are outlined in the Council Plan 2013-2017 including:

  • Council’s strategic objectives number 3. Our Built Environment is to have “A Shire where roads, drains, public spaces, community facilities, parks and other essential infrastructure are fit for purpose, well maintained and contribute to the wellbeing of the community.”  
  • maintaining and improving the condition of Council owned assets to ensure essential services are provided and the community has access to quality public facilities,
  • managing finances and risk sustainably and responsibility,
  • working with local leaders and organisations to achieve sustainable Shire-wide and local change,
  • working with communities and other stakeholders in planning for and making decisions about the future,
  • supporting sports and recreation clubs and facilities
  • working with communities and other stakeholders to maintain and enhance a living environment where people feel safe, are connected to their community and are actively encouraged and supported to participate in community life.

Green Lake Master Plan - 2011

A master plan and business plan for the Green Lake reserve and recreation area within Green Lake Regional Park. 

This master plan was funded by the Victorian State Government and the Buloke Shire Council.

Donald Recreation Reserve Master Plan and Hockey Feasibility Study - 2011

A 10 year master plan for the Donald community to use as a guide to decision making in relation to infrastructure developments, maintenance regimes, operational systems and managements structures.

The Hockey feasibility study assessed the feasibility of developing and operating a synthetic sports ground in Buloke Shire suitable for hockey and potentially other sports such as tennis and soccer.

This master plan and feasibility study were funded by the Victorian State Government and the Buloke Shire Council.

Berriwillock Multipurpose Community Centre Feasibility Study and Capital Development Plan – 2012

A study into the feasibility of a multipurpose community centre for Berriwillock.  The document is in two parts: a service and business plan and a capital development plan.

This feasibility study was funded by the Victorian State Government and the Buloke Shire Council.

Birchip Community Leisure Centre Master Plan – 2010

A 10 year master plan identifying a range of issues that may affect the Birchip Community Leisure Centre over the next ten years. The plan also identifies key actions that may be instigated to ensure the facility remains financially viable, is managed and maintained sustainably, and provides the types of opportunities and experiences desired by the community both now and over the next decade.

This master plan was funded by the Victorian State Government and the Buloke Shire Council.

Sea Lake and District Recreation Reserve Master Plan – 2010

Charlton Park Master Plan and Feasibility Study – 2009

An investigation into the feasibility of developing a multipurpose facility(ies) to service the Charlton community and surrounding district.

This master plan was funded by the Victorian State Government and the Buloke Shire Council.

Donald Community Assets Audit and Precinct Master Plan 2011

Description: The objective of this audit and plan was to conduct an audit of community assets in Donald and to prepare a precinct master plan to ensure strategic and planned physical service provision between the range of current and proposed community activities and services including the Donald Family Services Centre.

This project was funded by the Buloke Shire Council.
